Lolololol. xD First off, I didn't make that pic it's actually a screenshot from the character introduction at the end of episode 25. The small kanji is his rank while the big kanji is his name. Though I didn't make it though you can make something similar to it on PS. For the background, just make it a gradient from black and purple. Pretending we pasted Shunsui on there, then we go to the text tool and type out his name in Japanese (lol I have a program on my home comp that can really do that) make it black, when make a white glow effect and enlarge it. =)

While I could teach you things from neatly cutting out a character to blending/brush techniques, I learned all this over time through UK's tuts in the GFX section here. He has a great tut on how to properly render (cut out) a character from a scan/screenshot/etc using the polygon lasso tool. I used to be a noob last year and peel them off using the eraser tool. I mean, they came out good, but it was REALLY time-consuming.

That'd be so cool if you were to be specific on what you need help with.
